I hope you realize that rent control has been disastrous every time it has been tried. You'd think people would learn after a hundred years of ghettos building. I guess short memories and slow learning keep the idea alive.

I think you're on the right track ..

Preserve the French Quarter and the working
port/docks along the Mississippi .. Demo and
bury the rest converting it into a park ..
Rebuild the Lake Pontchartrain causeway bridge
to include high speed rail for the port workers,
park workers and tourists .... and build new
New Orleans; consisting of downtown business
district, civic center, sports complex, and
residential areas; somewhere north of
Lake Pontchartrain, above sea level ..

There certainly would be enough work for
anyone that wanted it during the rebuilding
phase and after in the "park"
