Actually its you that's clueless........it would help if you got out of Hot Springs once in a while. Why do you think the French Quarter is called the "French Quarter". Let me explain it to you......that was the original settlement of New Orleans by the FRENCH. Why was it the original settlement? Because it was the only area of that part of Louisiana that was above sea level. You see that's why the French Quarter did not flood during this disaster. Are the lights coming on.......at all? You've never been there. It is obvious.
