where can I get some tax money to rebuild my house so it will withstand a tornado? The NewOrleans levees were built to withstand a cat3 hurricane. It was hit with a cat5. My house won't withstand a cat1 tornado. Where's my upgrade at?

Or is that a "nuance" I don't understand?

You don't think that if they'd been maintained, or especially if they'd been upgraded, like the state had been begging to do, that they'd have had a good shot of holding up?

Do you have ANY link or other support suggesting that the levee failure was due to a maintenance issue?

The levees were designed to handle a category 3 storm. It is no surprise there was a major failure when the area was hit bit a huge category 4 storm.
