Yes that is the perfect example of how boneheaded the local in NO are. The had no concept to tell FEMA of last minute changes and the opening of a major refugee center. I really do wonder how anyone plans anything without a book identifying local idiots who one must even wipe their asses. But the reality of the size and scope of this disaster leads me to suggest all look to find solutions. FEMA is thousands of good people working their asses off to help those in need.
