"Where do you get criminal minds with no values? Prisons." That's true. But how did they get into prison? They were like that on the outside. But they weren't bright enough to put cause and effect together. There is a minority, small but existent, of the population that feels the law doesn't apply to them, only to the others. There is even a name for them, sociopath. Now they are, in PC speak, over-represented among the poor. But that doesn't mean that they don't exist in other parts of society. And it only takes a few, and the ones they attract because they need to have somebody to tell them what to do, to cause chaos. The unwillingness to put enough National Guard in New Orleans is what caused the disorder. If that had happened like it usually does, the gangs and roving packs would never had occurred.
