No. The root cause is not the fact that aid didn't arrive quickly enough. The root cause is that there were a large influx of criminals into the chaos. Normal people would not start raping and killing and shooting.

I can tell you with absolute certainty that if I had been in that situation, I would not kill anyone over food or water. I would let myself and my family starve before I'd kill someone over sustenance. But I would definitely steal to feed my family. And I would definitely kill someone if they threatened to harm my family and I felt the threat was credible and I had the means to do defend my family.

But raping women or harrassing others or shooting at rescue workers? Those aren't the actions of any normal person. Those are the actions of criminals newly given freedom from prison or gangs in their own personal idea of heaven.

The unwillingness to put enough National Guard in New Orleans is what caused the disorder.

Maybe you know better than most, but I was under a wrong impression that US cities would not have to first be taken by military force from the "enemy" before the rescue can begin.

Maybe, to prepare for future disasters, this "enemy" needs to be locked up and kept in prisons. Sounds about as important as the work on the levees.
