Ted, I hear it's twice as expensive to build a subway in L.A. than in, say, NYC because the L.A. subway has to withstand an earthquake. Should the Feds have to pay for the extra cost? If not, then why should the Feds be responsible for upgrading the Louisiana levees?

At least with illegal immigrants, it's the federal government's responsibility to patrol the borders.
