Just off the top of my head- something needs to be done to protect cities from legal suits relating to mandatory evacuation orders which are given. The mayor should not have had to worry about liability (imo)- when thinking about calling for an evacuation. Don't we want the mayors to be cautious? Because it's a lot cheaper to evacuate, than it is too lose thousands of lives. Maybe we need to make some hard decisions on that, and put some protections in to place for cities to aid mayors in making these decisions. I hadn't seen that quote about liability before- and it's really sad.
