Mayors are not elected for their expertise in handling colossal national disasters. FEMA officials ostensibly are.

Maybe there is a lesson here. A mayor is an executive, a manager. Maybe those qualities were not considered adequately by citizens of, say New Orleans.

What national disaster? There was no national disaster yet when Nagin ordered the evacuation of the city, advised everyone the levees will not hold, and told everyone left "good luck on getting to the Superdome"...

Before you start and end at the top, at least start at the beginning.
