Not sure why you're shocked. Ever heard of food stamps? In this case, a debit card will buy more than food and therefore be more convenient (not cheaper to taxpayers), because more than food will be needed by these newly homeless folks.

Do you think taxpayers have ever been getting off cheap in the welfare department?

Puzzles me as to why so many people seem to think it has been a crime for the government to encourage home ownership, yet nothing has been wrong with handing out rental vouchers like candy to the poor for many years.

Now food stamps have taken on a new persona and come back to life as debit cards.......why is anyone shocked?

Haven't you also seen the news reports indicating that efforts will be made to put these people into jobs and find them homes outside of shelters? The bills are going to get bigger, so don't be shocked.
