I believe the Feds have been so active via the Army Corps of Engineers up and down that river that they an interest and responsibilty for the levees. That being said, they did yield to environmental groups that filed suit. That halted planned improvement in the NO areas while evaluation of impact was studied.

Why should the federal govt. give hundreds of millions for pork projects in Alaska, and not pay to protect an entire city?
