Did I misread? Has the judge picked any number, or is this just the defense's counter to the prosecution's recommendations?

Ya think Tony maybe pissed off the Judge, maybe possibly perhaps even ... and turned $41K into $12Mil?

Not even close.

The judge added up all the money Tony grossed from his web site subscriptions and all the profits the site members are supposed to have made from profiting on all the stocks in question that were mentioned on Tony's site... and held Tony responsible for it. This totaled $11.8M, which, by RICO guidelines that are based on ill-gotten profits, translated to a 20 year sentence. Do you think that's fair?
