Why would they add 85% ethanol to the blend. Do they think that fillers and additives will fool someone?

"Ethanol is the least expensive additive to add octane (retard premature ignition in high compression engines) and add oxygenation for clean burning."

It may be the least expensive oxygenate. If so, why have refiners resisted using it?

"If all ethanol subsidies were replace with a 40% tax on ethanol, refiners would still use ethanol to raise octane and meet clean air requirements calling for oxygenated gasoline."

Perhaps, but the availability of 10% ethanol blend would decline significantly. It would not be available at every station of every brand like it is now.
