I never claimed the military screwed up, have I? So far, they have run a clean and commendable mission. General Honere was a good choice and shows some training and skill in this type of mission.

The mayor and the governor should have gone over the plan that FEMA had contracted for. They should have realized that there were people in New Orleans who wouldn't have been able to evacuate on their own. To evacuate the ones who wanted to evacuate, they should have used the available buses and made arrangements to have people drive those buses. They shouldn't have depended on the ability to evacuate those people from the Convention Center or to get supplies to them. There was no way of knowing the condition of the roads and whether or not transportation would be available. If the hurricane had been a little to the west, then I10 West would have been out, along with the other two. I can't say if it was a bad decision to depend on being able to request and actually get thousands of National Guard instead of a couple of hundred.
