The Red Cross has a basic list of things to get and to do on their website....

and that is what Unclewest's book was all about....I bought it, and we can see some of the suggestions he made in it, if we search Advanced Search from a couple of years ago....

I've said before, many times, that that was one thing I thought that Homeland Security should have done, and NOW, certainly should do....educate the people in their local communities of their responsibilities as well as what they might expect when help is able to come.... (some suggestions are on ready.gov)

RE your paraphrasing, I would just add that red tape is not necessarily redundant, although it often is. When you're in a hurry, simple, single-level controls look like red-tapish obstructionism to the outraged.

For example, assuring that the boat this volunteer is bringing is sea worthy and that he knows how to run it or that people who might have manned the school busses to pick up victims know how to drive a bus. I don't know how to drive a bus. Do you? One could argue that the victims would be better off in a bus or a leaky boat with an incompetent person at the helm than drowning in their attics so such controls should be disregarded in an emergency. OTOH, it is not unreasonable for the responsible parties to try to exercise those mandated controls.
