Redundant was a poor choice of words under the circumstances, and that was why I added that you may not agree with it. What I was trying to say is that the controls have many levels (thank you for the hint). Do I know how to drive a bus? No. Could I drive a bus in an emergency? Probably. Do the authorities have to make sure that anyone they ask to drive a bus in an evacuation is qualified? Yes, they do. As you say, they must exercise the mandated controls while I would not be expected to if I commandeered one in an emergency (as some young man did last week).
