To be fair, Haliburton specializes in doing this sort of large scale engineering. Still, they seem to be over-represented.

No really, would you let foreign companies in? 60-90 days for a bid process? Hire them all initially to get it done faster?

Are you aware the Corps of Engineers are not fixing the levees? Everything is contracted out; maybe we should go back to federal workers...CCC, WPA, prisoners? Nah, can't make welfare recipients earn their pay...
