I think that the old guard in the city is looking upon this as an golden opportunity to do a massive cleanout of the "bad" neighborhoods.

The "old guard" notion is a myth. It had some validity say 30 years ago, when there was a confluence between money and politics. Such a confluence no longer exists in NO thanks to emergence of a black political elite that now calls the shots.

The "old guard" now runs Carnival, but precious little else. Local banks which had a lot to do with what got done have been bought out; money is being made in oil and tourism's infrastructure, and neither are mainly local.

There are exceptions of course but the "old guard" by and large no longer exists as a potent economic or political elite. It has social cachet, but precious little else.

I have noted the notion that the "old guard" will do its elitist thing being discussed here with some amusement, but have not had the time until now to try to put that outdated notion to rest.

As a result of the changes in the city's political structure which I have briefly but barely outlined, the manner in which the reconstruction will proceed will be incredibly complicated from a political standpoint. Well worth watching.
