could 30,000 outstanding arrest warrants in new orleans be another reason for people not wanting to leave their homes and come out? number mentioned on philly talk political show. It was suggested an amnesty program may be in the offering to get more people to evacuate.

Such a confluence no longer exists in NO thanks to emergence of a black political elite that now calls the shots.

It usually comes down to who controls the RE. I assume the blacks don't. Somebody is going to pay to re-develop the property, and normally thats who controls the zoning.
