The Homeland security does have the requisite funds to defend against catastrophes. This is being repeated by our Washington lawmakers for the past two years. If the National Guards of any state can handle such catastrophes then why have FEMA and Homeland security.

All the arguments you have put forth so far is similar to blaming the Boston and Washington airport security folks for 9/11. If you do not consider a CAT 5 storm crossing the shores of the US as a threat to national security and want to delegate that the states and cities, if you want the Governor of a state to coordinate defence against threats between Governors, then you need to revisit the distribution of responsibilities between states and the Fed.
