It also ensures that the federal government will be "in charge" of the rebuilding, thereby giving the impression that it is THEY who are the saviors of the devastated areas.

How does lowering the pay scale do that?

Hi Rarebird! Welcome! You bring up some interesting points, but I think this one may be off a little:

pay below the "prevailing" (read minimum) wage.

Yes, prevailing wage laws do set a minimum - the prevailing wage paid in an area for a specific skill or trade, and is usually interpreted as the union wage in that area. It isn't usually the minimum wage by a long-shot and not usually nowhere near the actual minimum wage for a specific skill or trade.

It seems to me that, by suspending the prevailing wage laws for the area hit, the market forces you mention will be allowed to come into play, so I don't quite see the point of the last sentence.
