If you want to pay people less than $9 bucks an hour (the prevailing wage in NOLA) they'd probably be better off looting. The City should be rebuilt and the prevailing wage should be paid. In Iraq they handed out huge amounts of cash to rebuild that country...and $9 billion in cash disappeared! Haliburton is making record profits...their stock has doubled in the last 52 weeks...all on the backs of Americans...and their children's children's backs too! But here in our own country, contractors will pay less than scale, and reap large profits. Hooboy...the republican way. Unbelievable! Orca
