Actually, my understanding, as result of knowing someone who is intimately involved, is that only a small fraction of disputed land has been returned to their original owners and that the restitution process had stalled. The reason being that there were no black owners, in the sense of having title deeds. The land was largely held under the jurisdiction of tribal chiefs and the ANC is completely opposed to tribalism in SA. They would prefer that the land was "restituted" to a black individual (undoubtedly an ANC crony) and that it could then be disposed of or farmed with the resulting financial benefit accruing to him, personally, and not the tribe. This is, in fact, what Mugabe has done with the land taken from the whites.
