They would prefer that the land was "restituted" to a black individual (undoubtedly an ANC crony) and that it could then be disposed of or farmed with the resulting financial benefit accruing to him, personally, and not the tribe. So, what's your substitute? A lottery? Parcelling out the land to the lucky winners? Oh, no... You're a big fan of "meritocracy", aren't you? So I guess an IQ test should fit the bill? Land distributed to the smartest....
