The best delegator among the recent Presidents was Ronald Reagan. Nobody accused him of failing on his job even though we knew that he dozed off in Cabinet meetings etc. The people around him were stalwarts in their respective fields. They could stand on their own independently.

Carter was the worst delegator so much so that people said he watered the plants in the WH himself. Like Bush he was more religious and it looks he like Bush spent a lot of his time "preaching' than functioning as a President.

Clinton was a very good delegator who insisted on accountability. A style based on proactiivity and accountability results in the preemption of failure.

Since Clinton and Reagan had very good delegation skills, the national economies under them soared since the team could confront issues and challenges simultaneously with a greater degree of success. Their style worked out failure thereby not requiring someone to be fired. You plan to achieve success and not to confront failure when and should they arise.

This President is a vacationing President who has surrounded himself with people who are idealougues only with no track record of performance.
