LOL. The Federal Equestrian Management Agency was asleep at the switch, which is standard operating procedure for the Executive Branch under GW. Reagan, LBJ or Truman would not have sat out in California strumming a guitar while Americans were in peril because some advisor told them that the right box had not yet been checked on bureaucratic form.
