Of course it is. The mentioning of poverty was a smoke screen. Partly to distract people from wondering why such incompetent hacks were appointed to such critical positions. But the main part is to justify rolling out a big new social engineering program, solidly rooted in some abstract theories. Not to mention high-powered cronyism. Obviously the cronyism problem hadn't sunk in. Karl Rove's sterling background in disaster recovery obviously qualifies him to head the effort.

Naw, I think it's strategy. Out-liberal the liberals and leave them stuttering. Get a few points back in the polls. Then privatize FEMA by giving HAL the contract for all disaster relief when nobody is looking.

I watched the speech last night, he was less than charismatic. His heart wasn't in it. No bullhorn moment there.


People can change...just because he was busy whacking away at affermative action only a couple of years ago is no reason to doubt his motives.
