Interesting. I had always assumed it was conventional wisdom: <"Give me your tired, your poor, ect." Actually, the 1883 Emma Lazarus poem was itself really a piece of political propaganda and was promoted at the time by immigration advocates in an effort to stifle rising opposition to the recent flood of immigrants. It didn't work though and quotas were imposed and the immigration door was slammed firmly shut in 1914>
