I think they are. Blanco for one said she could have done better, The fact is though that Bush put in incompetent cronies into FEMA who then funnelled FEMA $$$$ to the biggies instead of running a real emergency agency which could help local and state officials without sufficient resources. The result was they were scant help to the overwhelmed local agencies and did almost nothing to advise the locals early on, even after Blanco asked for full help from the FEDS on 8/26 ---public record. Bush is or was in a bubble. Lets see if he is waking up, after the fact.
