Craig, What really screwed them up was that the projected path changed several times. At first we were thinking south of galveston, near Port Charles or even Victoria. So, all those folks hit the roads. Then they moved it up to Galveston and all those folks high-tailed it. Then it moved up further east and those people evacuated. Plus, Katrina has scared the bejeezus out of elected officials. Our Mayor, whom I happen to like, scared the citizens of Houston half to death. But, to be fair, getting 5 million people somewhere else is never going to be easy.
