Well, one reason was it was an election year and Florida was a critical state. So instead of sitting on their duffs, FEMA, in coordination with Bush's campaign, had people and supplies in the affected areas while the wind was still blowing. They were issuing checks for rebuilding within hours after that. And it was no questions asked, they even issued checks into areas that weren't affected by the storms at all. Apparently Brownie did ok if Bush or his representatives told him what to do, moment by moment. Curse the luck that everyone was on vacation when Katrina blew in, he didn't know what to do.
