Fair enough. Then why the difference in response between the hurricanes in 2004 and 2005? Not just initially, but even weeks after the events?

No, it's not a "conspiracy theory". Any incumbent presidential candidate is going to jump all over a disaster in a swing state during an election, dem or rep. They were throwing around money left and right.

The point was that it's not a good comparison with Katrina... where there was no election to motivate.
