I agree that hand-outs are not the answer and the current system does not work. there should be no way for someone to get on public assistance and stay there for 10 years.

The difficult circumstances that one gets dealt in life that are not chosen, such as race, parents and environment are factors in someones life, but are not reasons in and of themselves for getting assistance. The fact that it is more difficult for some is merely an observation.

People who would be eligible for assistance are anyone that has fallen on hard times. Whether it is through their choices or by a hurricane. The critical part that is missing is having a policy in place that stops people from habitually turning to assistance. You have to have a limit on how many times someone can use the system, requirements for work or schooling while on assistance, and a careful screening of applicants to weed out the those who are scamming the system.

I think a well thought out program could be put in place that could take into account what we've learned about welfare and incentives that would, in the long run, be very beneficial for society and save money. Certainly over the current system. If we raise more people to self sufficiency it will increase that tax collection. Stable homes will produce fewer criminals and lessen the need for prisons.

I realize a lot of this is pie in the sky, but why should that stop you from reaching for it. Can you imagine if the framers of the constitution said, "This is never going to work, we'll never get the balance of power spread evenly to avoid abuses, so forget about it."
