can't we assume these people landed and sent to luggage area and no luggage.. they go over to lost and found and ask about their luggage and person says has your plane arrived yet. (let's assume she is asking about the same plane they were on.)

it's like asking if tv plugged in and the tv shows snow on screen with background noise.

Maybe I'm still asleep this morning, but I don't see your point.

If they're looking for their luggage, the presumption would be that their luggage was on the same plane they traveled on. They wouldn't be standing there asking about luggage if the plane had not arrived.
