How is it we need more new refineries now, wasn't refining short-supply apparent before today?

Building of refineries has been blocked by environmentalists for some time now. An exception is building a larger but more pollution free refinery to replace an older dirter refinery. But I think most of that has been done now.

Bush has called for more refineries, more exploration and conservation from the very beginning. I dont see how you could have missed it. Remember he used to include in every speech SEND ME AN ENERGY BILL. jdn
