I no longer believe the govt alert system, because it was used 3 times on political days. (Once or twice is a coincidence, but not 3.) John Fowler noticed this before me. They would issue an alert on the very same week they wanted something to pass through Congress - remember the alert during the week of the Patriotic Act passing? - remember the alert during the week (or even the same day) Bush announced the reorganization of CIA into Homeland Security? - and so on... John could add to this list. At first I disagreed with John on this, but after 3X's it's really hard to believe in a high # of coincidences, especially political coincidences.
