So you're saying that displaying the Ten Commandments prominently in a courthouse does not "endorse" them? Does not imply they should be the basis of law? What is a courthouse if not a Government institution?

How is the display of the ten commandments not an endorsement of that religion?

So if a passive display is alright with you how about we put it on a speaker system and have it broadcast in the building? Or use it as hold music. Or require people to recite it to gain entrance.
