My point was not to equate "displaying" with "congress making a law". I am extending the meaning of "congress making a law" to include a govt agency exercising religion. Displaying the Ten Commandments in a persons house is free exercise of religion. Therefore when a govt agency does it it is also an exercise of religion. In my interpretation, which is also held by several supreme court justices, a govt agency exercising religion is an endorsement of that religion and rises to establishing.
