You have to read beyond the headlines because the reporters are only intelligent enough to tell us what the government is telling them. The Sunni Muslims are killing the Shiite Muslims, Sunni Kurd Muslims, and US Soldiers because they no longer control the country. This is hardly a sign of empowerment. It is a sign of desperation. Most of the killing in the ME is Sunni terrorism against the Shiites. The law of Sharia prevents Muslims from taking out loans. In the Merchant of Venice, Shylock was harrassed by the Christians because Jews were the only people allowed to collect usury or interest bearing loans.
