Only incompetence of mind would call the flu vaccine shortages of last year and example of incompetence in being prepared. Because of all the poor victims are us, vaccines provide little profit and lots of liability. One of makers of vaccine was incompetent in making a needed batch.

And I expect more death by "poor worry warts victims are us" by heart conditions than by the flu occurred.

well, yahoogle~~ This might come as a surprise, but the Government doesn't make the vaccines. They can contract out for it, but "there isn't or should there be, a continuous free lunch".....

It was incompetence of not being sufficiently prepared for flu outbreak and relying on just one or two sources for Flu needs.

I see you don't think much of Bush (to put that politely) but you certainly don't think he was responsible for that too, do you?
