You say "and it forbids the states from doing such as well." Well it seems in Connecticut the English language simply written spells out what is forbidden. That the members of this state chose to forbid, I see as evidence they did not read the US Constitution your way. ARTICLE SEVENTH. OF RELIGION. It being the right of all men to worship the Supreme Being, the Great Creator and Preserver of the Universe, and to render that worship in a mode consistent with the dictates of their consciences, no person shall by law be compelled to join or support, nor be classed or associated with, any congregation, church or religious association. No preference shall be given by law to any religious society or denomination in the state. Each shall have and enjoy the same and equal powers, rights and privileges, and may support and maintain the ministers or teachers of its society or denomination, and may build and repair houses for public worship. In addition this law of the Connecticut constitution respects the establishment of religion. SEC. 7. The general assembly may provide by law for voting in the choice of any officer to be elected or upon any question to be voted on at an election by qualified voters of the state who are unable to appear at the polling place on the day of election because of absence from the city or town of which they are inhabitants or because of sickness, or physical disability or because the tenets of their religion forbid secular activity. sots.ct.gov
