He cant thats the problem. We are in a time of WAR as well as the potential for recession not to mention now the natural disasters. If he vetoes the budget he ties the nation up into further chaos. THATS WHY he and any other president MUST HAVE LINE ITEM VETO powers. This matter should be taken up again and resubmitted to the new Supreme court. Maybe we have some sensible people there now? jdn
