I wouldn't call Clinton's administration positive momentum. In part due to his covorting with interns, he spent the last years of his Presidency defending himself instead of being our President and solving problems. That in itself created a huge schizm between Christians who wanted to see moral leadership in the White House and all others who think moral leadership is at best a personal matter that has no bearing in politics. All of that set up Bush to be elected because he was seen as a palliative to a morally outraged majority.

Now personally, I think everyone focused way to much on Clinton's sex life, which forced him to take his eye off the ball. But those are the facts.
