when i joined national guard in early 60's they were only at half force if that. It was normal to perform several functions to get through exercises at summer camp. I was told at the time i joined up they were at the highest in years. they had come off a deal join before 18 serve three years inactive and complete your full obligation. When i joined up most of the kids i went to school with were leaving. of course less than two years later they were full but we had a draft then.
