HP and IBM do that level of work - Dell doesn't. Dell sources parts at the component level, they don't do chipset development and validation.

Silicon development no. Silicon validation and characterization yes. That's what a validation partner does.

You make it sound like all Dell does is slap parts on a PCB similar to a tier 2 or 3 PWA supplier. There's a lot more to it than that. This may blow your perception of Dell but next to Intel, Dell traditionally finds and reports more eratta in A0/A1 silicon than both HP and IBM combined. They work closely with Intel to resolve these issues which ultimately improves the functionality, reliability and interoperability of the production level silicon for everyone.
