Tax appeals would come only from people who bought recently. I expect a bigger impact from lost sales tax revenue if the people will actually start spending less. Everyone buying $35K immediately pays $2,600 in sales tax.

EDIT: When I drive on streets and freeways I just don't see any old cars any more.
