OK, here we go: already Niccolo Machiavelli in his "Il Principe" set the stakes for how to successfully take over an invaded territory. Machiavelli in his infamous book referred to examples like Alexander and how he got rid of all the family and relatives of the kings of each territory he invaded for good reason. "Sippen Haftung" literally means (joint) Liability of Next of Kin and even distant relatives. Just like Alexander wiped out all of them including women and and definitely all male children, the Nazis let everybody know that any insurgents must count on his family and relatives to carry full responsibility for their doings while being liable with their lives.
