Geoff: Perhaps we can agree that drug prohibition in a world where demand is sufficient to overcome that legal barriers promotes anarchy in places that crop up to fill the demand. It promotes anarchy mostly in other countries.

Perhaps you can agree that lifting prohibition would promote anarchy in this country as people who were shy about using drugs lose their inhibitions. The incidence of public use would probably increase. The increase might be slow at first, but at what level would it penetrate society?
