I don't find that a difficult question. It seems to me that pork is anything that doesn't have a clear national impact and interest. You'd have to work really hard to justify anything that happens in one community or one state as having a national interest. There would be few exceptions--targets of attacks on the nation, for example. Wouldn't it be interesting if spending bills were required to have a statement of explaining the national interest and evaluation criteria for each item? Even more interesting would be an up-front layout of the hierarchy of national interests.

Another way of identifying pork is by earmarks. If the money is earmarked in the budget, then you can reasonably assume it's pork.
