I had assumed you were talking about the War Powers Act, which was passed more recently, and was directly cited in the authorization to use force in Iraq.

I suppose it did irk the office of the Secretary of State to be left out of the loop, which, as I understand it, was due to the fact that the place is full of Clinton hold-overs who are hostile to Bush, as is CIA.

Rumsfeld and Cheney as cabal -- well, that's an old accusation, that Bush is merely Cheney's sock puppet.

But I have no belly for continual keening over the Iraq war.
